This tutorial was done with PSP7 
but could be done with other versions.
All of my tutorials are written following the steps I used to make my graphic.    
It is fine to make yours exactly as I did mine, but it is my hope that  you will do it your way and make it uniquely yours.
 
YOU WILL NEED
Paint Shop Pro - Download a trial version  
LF_LaceHeart.zip containing lattice and lace fills and my bow 
    OR - Lace and Bow of your choice 
Flower of your choice 
Basic knowledge of vectors and layers 

Remember to SaveOften 
STEPS - These are the steps I used.


Drag the arrow to mark your place

1. Lets Begin
New Image 500 x 500 
File/Save As:    ruffledheart.psp 
Flood fillwith #FF4040  
[I prefer having a colored background when working with white] 
2. Heart 1
New Vector Layer: heart 1  
Foreground: Null  
Background: #FFFFFF  

Preset Shape: heart 1  
Antialias: checked  
Create as Vector: checked 

View/Grid  
View/Change Grid and Guide Properties  
Grids section  
Units: pixels  
Horizontal Spacing: 50  
Vertical Spacing: 50  
Line Color: #C0C0C0  

Place cursor at 50, 50  
Click and hold the left mouse button  
while dragging the mouse to 450, 450, release  

Object Selector  
Node Edit  
I edited the node at the V of the heart to make it a little more rounded  
 

3.  Heart 2
New VectorLayer: heart 2  

Foreground: #C00000  
Background: Null  

Preset Shape: heart 1  
Line width: 20  
Antialias: checked  
Create as vector: checked  

Place cursor at 100, 100  
Click and hold the left mouse button  
while dragging the mouse to 400, 400, release  

Object Selector  
Node Edit  
I edited this heart so it looked equally spaced  
 

4. Save As A Vector Shape 
Object Selector  
Draw a box around the hearts  
Right click/Group  
File/Export/Shape: hearts  

Preset Shapes  
Check to see that the new shape is there 

5. Fill Background
Layer Palette  
Click the + sign Next to heart 1 to expand it  
click on heart 2 and drag it up to the heart 2 layer  
Convert both layers to Raster Layers  
 
Make heart 1 the active layer  
New Raster Layer: color  

Make heart 2 the active layer  

Magic Wand  
Match Mode: RGB Value  
Tolerance: 50  
Feather: 0  
Sample merged: not checked  
Select the inside cutout  
Selections/Modify/Expand  
Number of pixels 2  

Keep Selected  
Make color the active layer  
Flood Fill: #FF4040  
Keep Selected 

6. Lattice Background
 [Note: I originally wrote this tutorial using Redfield's Lattice Composer.  However I discovered that the version I used is an old version.  I downloaded the newer version and it didn't work the same so I made a tile of my fill and included it in the .zip file]  

New RasterLayer: fill  

Open LF_lattice.psp  
Foreground pattern: LF_lattice.psp  
Scale: 100%  
Angle: 0 

Flood Fill with the lattice 
Deselect 

Magic Wand  
Match Mode: RGB Value  
Tolerance: 50  
Feather: 0  
Sample merged: not checked  

Zoom in so you can see better  
NOTE: If you have a mouse with the wheel you can zoom in by rolling the wheel forward/enlarges backwards/reduces.  
Thanks to my Granddaughter Brittney for discovering this.  

Click on any white section to select  
Selections/Modify/Select Similar  
Delete 

Open LF_lace.psp  
Foreground pattern: LF_lace.psp  
Scale: 50%  
Angle: 45  

Flood fill with the pattern 
Deselect  
Effects/Sharpen/Sharpen  

Effects/3D Effects/Drop Shadow  
Offsets both: 0  
Opacity: 50  
Blur: 5  
Color: #000000  

7. Making The Ruffle
Make heart 1 the active layer  

Effects/Geometric Effects/Wave  
Horizontal displacement  
Amplitude: 2  
Wavelength: 35  
Vertical displacement  
Amplitude: 35  
Wavelength: 2  

Effects/Geometric Effects/Wave  
Horizontal displacement  
Amplitude: 35  
Wavelength: 2  
Vertical displacement  
Amplitude: 2  
Wavelength: 35  

Retouch tool  
Shape: Round  
Size: 15  
Hardness: 12  
Opacity: 55  
Step: 21  
Density: 26  
Darken RGB  

Using V strokes shade in the ruffle  
 
Lighten  if needed  
Shape Round  
Size: 25  
Hardness: 12  
Opacity: 80  
Step: 25  
Density: 37  
Lighten RGB  

Magic Wand 
Click anywhere outside the heart  
Effects/3D Effects/Drop Shadow  
Offsets: both 0  
Opacity: 50  
Blur: 15  
Color: #000000  
  
Selections/Invert 

8. Lace Overlay
New RasterLayer: lace  

Flood fillwith LF_lace.psp  
Effects/sharpen/sharpen  
Deselect  
 
[Note: if the shading doesn't show through try lowering the opacity of the lace layer or  
Colors/Adjust/Brightness/Contrast   
Brightness: -50 
Contrast: 5 
Adjust the Brightness up or down as needed]

9. Heart 2 Shaping
Make heart 2 the active layer 
Magic wand  
Click anywhere outside the heart 
Hold down the Shift key and click inside the cutout 
Selections/Invert 

Effects/3D effects/Inner Bevel 

10. Add A Flower
New Raster Layer: flower  
Add your favorite flower  

Effects/3D Effects/Drop Shadow  
Offsets  
Vertical: 3  
Horizontal: 3  
Opacity: 50  
Blur: 5 

11. Add A Bow
New RasterLayer: bow  
add your favorite bow  

Effects/3D Effects/Drop Shadow  
Offsets  
Vertical: 3  
Horizontal: 3  
Opacity: 50  
Blur: 5 

And you are done.
