This tutorial was done with PSP9   
but could be done with versions 8 and up.

All of my tutorials are written following the steps I used to make my graphic.   
It is my hope that you will take what I provide 
and do your own thing with it.

Paint Shop Pro -  Download a trial version 
Drift Wood and Galvanized textures

 
Eye Candy 4000 30 day trial 
      OR      

 
   Eye Candy 3.1 Free 
 I have included settings for both

 
Basic knowledge of vectors and layers  

Remember to SaveOften
STEPS - These are the steps I used


Drag the arrow to mark your place

The idea for this painting came as I was driving home from my Son's.
This is the view I saw for many miles and the more I looked at it t
he more I knew I wanted to paint it.

Lets Begin

Place the galvanized.pspimage in your Pattern folder
[Sculpture needs to have it there]

Open Drift wood.bmp and minimize it on the desktop
 
New Image  500x400
File/Save As: west.pspimage

  Foreground Color: #60a4ba
Background Color: #bfdee7
Background Style: Gradient
Gradient: Foreground-background
Style: Linear
Angle: 0
Repeats: 0
Invert: Checked
OK

Selection Tool
Selection type: Rectangle
Mode: Replace
Feather: 0
Anti-alias: NOT Checked

Select the top third of the image
Flood Fill [F] with the gradient

Keep Selected

Rename this layer: sky

Warp Brush
Warp Mode: Noise
Size: 150
Hardness: 50
Strength: 80
Step: 50
Noise: 100
Lock parameters: NOT Checked
Edge mode: Fixed
Draft quality: High
Final apply: Best quality: Checked

Move the brush in circles to form the clouds

Selections/ Select None [Ctrl+D]
3. Mountain
  New Raster Layer: Mountain

Foreground Color: Transparent
Background Color: #61687b

Pen Tool

Mode: Freehand
Tracking: 10
Connect Segments: NOT Checked
Create On Vector: NOT Checked
Show Nodes: Checked
Anti-alias: Checked

Sketch in some mountains

Switch Mode to Edit and adjust the nodes if desired

Selections/ Select None [Ctrl+D]
 
You can edit the nodes as long as the image is selected. Once you deselect you can no longer edit them.

Just sort of fill the open area with grass

Click on any blank space

Place the brush where you want a bush
Click once
Repeat for as many bushes as desired
Sometimes it doesn't look like the brush did anything or the bush is just too small. Just click again in the same spot

9. Wire
  New Raster Layer: wire

Create a custom line

Pen Tool
Click on the arrow next to Line Style

Click on the custom button

This opens the Styled Line Editor

The very first thing I always do is click the Save as New button and give it a name.
Here are my settings

Click on Save and your line is ready to use

Foreground Color: #a7a1a1

Pen [V]
Mode: Draw Point to Point - Bezier Curves
Connect segments: checked
Create on Vector: NOT Checked
Show Nodes: Checked
Line style: [the line you just created]
Width: 1

Place the cursor at the left edge
Click once
Move to the first post
Click once
Move to the next post
Click once
Continue across the image, ending at the right edge
Apply
I made my wire red so it would show up in the screen shot

Repeat the line three more times
