but could be done with other versions.

All of my tutorials are written following the steps I used to make my graphic.   
It is my hope that you will take what I provide 
and do your own thing with it.

Paint Shop Pro -  Download a trial version   
 Eye Candy 4000 30 day trial 
      OR      
      Eye Candy 3.1 Free 
      I have included settings for both
Super Blade Pro

  My SBP preset
Basic knowledge of vectors and layers

Remember to SaveOften  
STEPS - These are the steps I used

For those who like having the coordinates I used, I will be including them in {brackets}, feel free to do your own thing. example: {95x50 to 265x165}

When I say "slightly" that is about 1-3 pixel widths
When I say "a little" that is about 4-6 pixel widths


Drag the arrow to mark your place

Lets Begin

New Image: 200x300
File/Save As: chick
Foreground Color: #dbb052
Background Color: #fbd060

2.

 Body

New Vector Layer: body

Ellipse Tool: [Q]
Mode: Draw Ellipse 
Show Nodes: Checked
Create On Vector: Checked
Line Style: +Solid
Width: 1.00
Anti-alias: Checked

Draw an ellipse for the body
{49x77 to 146x207)

Image/ Free Rotate [Ctrl+R]
Direction: Right
Free: 45.00
All layers: NOT checked
Rotate single layer around canvas center: NOT Checked
OK

Objects/ Convert to Path

Pen Tool [V]
Mode: Edit

Click on the left node
Tap the up arrow key 12 times
Tap the right arrow key 12 times

Pull the Control Arm slightly to the right

Click the top node
Tap the down arrow key 7 times
Tap the right arrow key 7 times

Right Click/ Node Type/ Cusp
Pull the Control Arm down slightly

Click the right node
Tap the up arrow 22 times
Tap the right arrow 18 times

Right Click/ Node Type/ Cusp
Pull the Control Handle down and to the left a little
Pull the Control Arm down and to the right a little

Click the bottom node
Tap the up arrow 4 times

Add a new node

Tap the down arrow key 7 times
Tap the right arrow key 2 times

Right Click/ Node Type/ Cusp
Pull the Control Handle up and to the left slightly

Add a new node

Tap the left arrow key 4 times

Add a new node

Tap the left arrow key 18 times

Right Click/ Node Type/ Cusp
Pull the Control Handle down a little
 
Click Apply

New Vector: head

Ellipse Tool: [Q]

Draw an ellipse for the head

Click the top node
Tap the up arrow key 10 times

Right Click/ Node Type/ Cusp
Pull the Control Arm to the right slightly

Click the right node
Tap the up arrow key 2 times

Click the left node
Tap the down arrow key 13 times
Tap the left arrow key 3 times

Right Click/ Node Type/ Cusp
Pull the Control Arm up a little

Add two nodes

Click on the node shown in the screen shot

Tap the Del Key

Click on the other new node
Tap the right arrow key 34 times
Tap the down arrow key 34 times

Right Click/ Node Type/ Cusp
Pull the Control Arm upward a little

Click on the left node
Pull the Control Handle down and to the left slightly

Click Apply

Pull the Control Arm downward slightly

Add a new node

Click on the new node
Tap the Del Key

Background Style: Null

Mode: Draw Point to Point - Bezier Curves
Connect Segments: NOT Checked
Create On Vector: Checked
Show Nodes: Checked
Line Style: +Solid
Width: 1.00
Anti-alias: Checked

Place the cursor at {65x124} Click and hold the mouse button while you move the mouse down slightly [This only moves the Control Arm] 
Release the Mouse Button
Move the mouse to {36x149} Click and hold the mouse button while you rotate the Control Arm to curve the line

Draw a couple more lines

Click Apply

 Front Leg

New Vector Layer: front leg

Background Color: #fbd060

Ellipse Tool: [Q]

Draw an ellipse 
{72x158 to 106x203}

Objects/ Convert to Path

Pen Tool [V]
Mode: Edit

Click the top node
Right Click/ Node Type/ Cusp
Pull the Control Arm downward slightly

Click the left node
Tap the left arrow key 4 times

Add a new node on each side of the bottom node

Click the new node to the left of the bottom node
Right Click/ Node Type/ Cusp
Tap the up arrow key 3 times
Tap the right arrow key 2 times

Click on the bottom node
Tap the down Arrow Key 19 times
Tap the right Arrow Key 3 times
Pull the Control Arm and Control Handles out slightly

Add a new node between the left node and the top node

Select the new node
Tap the Del Key

Click Apply

Eye

New Vector Layer: eye

Foreground Style: Null

Draw a small ellipse for his eye

 Upper Beak

Create as vector: Checked

Draw a small triangle for the upper beak

Pen Tool [V]

Use the nodes and Key Pad to adjust the upper beak to your liking

Click: Apply

 Lower Beak

Draw another small triangle for the lower beak

If you click on any node you will notice that the Control Arms and Control Handles do not show up.
 
I learned this trick in PSP8. It still works although I cannot find it documented in PSP9 or PSPX

"To curve the segment before or after a node, choose Curve Before [Ctrl+1] or Curve After [Ctrl+2]"

Use the keyboard, not the number pad

So what I do is Double Click on any Node
[Ctrl+1] [Ctrl+2]
Now I can see the Control Arms and Handles

Double Click on any node
Right Click/ Node Type/ Cusp
[Ctrl+1] [Ctrl+2]

Click Node #10
Tap the Right Arrow Key 20 times
Tap the Up Arrow Key 4 times

Click Node #9
Tap the Right Arrow Key 8 times
Tap the Down Arrow Key 2 times

Click Node #8
Tap the Right Arrow Key 11 times

Click Node #7
Tap the Right Arrow Key 12 times
Tap the Down Arrow Key 5 times

Click Node #6
Tap the Right Arrow Key 9 times
Tap the Down Arrow Key 1 times

Click Node #5
Tap the Right Arrow Key 8 times
Tap the Down Arrow Key 12 times

Click Node #4

11. Back Leg
Layer Palette
Click the + sign next to front leg and front foot
Click on New Ellipse under front leg
Hold down the Shift Key and 
Click on New Symmetric Shape under front foot
Right Click/ Group

Pick Tool [K]

Right Click on Group 1/ Copy

New Vector Layer: back leg

Right Click on the Image/ Paste New Vector Selection [Ctrl+G]
Paste the foot and move it so it is slightly in front of and a little higher than the front foot

Layers/ Arrange/ Move Down
Edit/ Repeat layer Move Down [Ctrl+Y]
Repeat the last step until the new leg layer is below the body layer
12. Back Foot
New Vector Layer: back foot
Active Layer: back leg
Right Click on Group 1/ UnGroup

Click on New Symmetric Shape and drag it up to the back foot layer

Active Layer: back foot
Layers/ Arrange/ Move Down

Active Layer: front foot
Right Click on Group 1/ UnGroup

Click on New Ellipse and drag it up to the front leg layer

Note: I did this so each part will be on it's own layer when I do the shading
